1. ICT led Innovation by Non-Profits

Same Language Subtitling

Same Language Subtitling (SLS) is simply the idea of subtitling the lyrics of existing film songs (or music videos) on TV, in the ‘same’ language that they are sung in. SLS on songs cause automatic and inescapable reading practice and overcomes the motivational barrier to reading practice amongst weak-readers. It is Karaoke on Bollywood for mass reading.

Impact:

  • Presently SLS is being implemented on 8 weekly TV programmes, one each in Hindi, Bengali, Punjabi, Gujarati, Marathi, Kannada, Telugu and Tamil
  • Collectively, this gives regular reading practice to 150 million weak-readers, for 30 minutes a week. Longitudinal studies have found that SLS more than doubles the number of good readers in primary schools
  • Among weak-reading youth and adults, regular exposure to SLS raised newspaper reading from 34% to 70%

2. ICT led Innovation as a Business Model

Panini Keypad is an application that allows an individual to type in an Indian language on the phone faster than one can write in English on an equivalent phone. The technologies are already deployed on the phone for Hindi, Bengali, Telugu, Marathi, Tamil, Gujarati, Kannada, Malayalam, Punjabi and work continues to include many others.

The Future:

  • The first phones enabled with the Panini Keypad are entering the markets. And thousands of users all over India are already using the Panini Keypad to write in Indian languages freely on their phones
  • In the course of a year, millions of people of India are expected to be writing on their phones using the Panini Keypad

3. ICT led Innovation by Government Department/Body

Mahatma Gandhi National Rural Employment Guarantee Act (NREGA) passed in September 2005 guarantees 100 days of wage employment in a year to every rural household across the country. MGNREGA in collaboration with TCS created software that helps to increase efficiency, reduce leakages and has an effective way of wage disbursing process.

Impact :

The initiative has created:

  • Transparency and visibility: citizens, media, NGOs, officials, politicians can view and use data live on the internet
  • Increase in accountability: Details of personnel & officials involved in implementation at each stage are being logged into the system increasing accountability
  • Minimizing fraud: The system has effectively blocked leakages thereby reducing fraud. By making available Standard Schedule of Rates & productivity norms in the system, there is no possibility for excess estimations and sanction of funds
  • Minimizing effort and administrative cost: cumbersome process of preparing estimates has been simplified duly saving several man months of unproductive time
  • Accurate and faster wage payments: payment cycle has been reduced to less than 1 week. Payments to wage seekers are being made through Bank/Postal savings accounts through finger print authentication
  • Change management: Changes in policies, work estimation standards, payment rates during the course of implementation based on ground realities can quickly be adapted
  • Program Monitoring: Every work & rupee spent can be tracked. Reports required at all levels are readily available, reducing the effort of preparation of such reports and increasing accuracy of dat

4. ICT led Innovation by Multi-stakeholder Partnerships

Election Watch Software

Election Watch Software (EWS) is a web based application that is created to streamline data entry and data analysis of data pertaining to background (educational, criminal & financial) information of candidates contesting elections. EWS generates data used in SMS Campaigns where it provides a user with information of candidates in his constituency on the user’s mobile phone.

Impact:

  • The voters now have extensive data pertaining to the background of candidates and parliamentarians from their constituencies available through various sources (website, mobile phone, toll free helpline). This data includes the crime, assets, liabllity and education related data to give a better perspective on a candidate
  • Media get relevant information for numerous stories that help in formation of the big picture (eg. Percentage of Criminal Candidates fielded by different Political Parties in a state)
  • It helps to run more effective campaigns related to informing voters and pressurizing political parties to clean up politics
  • Political Parties get structured & insightful information is used by honest party workers to build pressure for chang

5. ICT led Innovative Student Concept

The Kabadiwala
Pavan Murali and Gayatri Hegde – S.P. Jain Institute of Management, Mumbai

The concept of project ’Kabadiwala’ is an online customized portal and a SMS based solution that connects Kabadiwalas with households as well as recyclers. With the twin aims of empowering the Kabadiwalas and ensuring greater recycling efficiency, the students will set up an information agency. The agency will also serve as an enabler platform for Kabadiwala branding, skills training, and operations streamlining.

Impact:

  • Every kabadiwala involved in the project is expected to increase volume of recycling by 48 tons every year, and reduce operating costs. The project expects an increase of Rs 7500 in monthly net income
  • Their children can go to better schools & their families will appreciate their positive & contributive role in society
  • Households will behave responsibly while earning
  • Positive environmental impact - 13.5 million kilos of waste will be diverted from landfills and recycled by Year 3 of operations

6. ICT led Innovation by an Individual / Group

Gaon Ki Awaz
Sunil Saxena and Satyendra Pratap, Noida

Gaon Ki Awaaz is India’s first mobile news and information service developed for rural India. It uses a mobile phone to provide information that is relevant to villagers; it is about them, by them and for them; and is in a language that they can understand.

Impact:

  • Gaon Ki Awaaz enables villagers to learn what is happening in their, and surrounding, villages
  • This includes information about welfare schemes about which they were unaware or had vague knowledge of
  • They are better informed, and can take more educated decisions
  • They can improve or/and enrich their lives

7. Certificate of appreciation for ICT led Innovation through Corporate Social Responsibility

Patient Management Software for Learning Disability
TATA Interactive Systems, Mumbai

TATA Interactive Systems has developed patient-management software that helps the learning disability clinic to maintain a detailed and hassle-free database of the Learning Disability certified students. It also helps to manage the increasing number of new applications.

Impact:

  • Due to this initiative 200 additional schools register annually with the LD Clinic
  • Learning disability(LD) now part of the MBBS syllabus in Maharashtra
